Reconsideration of Materials

Thank you for your interest and participation in the conversation to improve free and equitable access to knowledge and information! The Pima County Public Library (PCPL) welcomes the opinions of Library cardholders and Pima County residents concerning items in its collection. The policy on the selection of PCPL’s materials is here for your review.

To help us understand your concerns please answer each question as completely as possible. A written response will be mailed or emailed to you. This process may take up to six weeks for us to complete.

The standards and limits of our Reconsideration of Materials process are as follows:

  • Items will only be staff reviewed once every three years, however, previous reviews will be used to address new requests for reconsideration
  • Items will remain available throughout the review process, and until final disposition is determined
  • Each item being reconsidered will require up to 6 weeks to process
  • PCPL shall report the Request for Reconsideration and its results to the American Library Association (ALA) for inclusion in their reporting on book challenges and book bans

PCPL will not withdraw materials solely on the basis of objections to content. Nor will we exclude materials because of their origin, background, the views they express, or because of partisan or doctrinal disapproval. Neither will the background or views of an author, performer or producer; the frankness or coarseness of language; the explicitness of text, illustrations or video; or the controversial content of an item automatically cause it to be excluded.

Materials are placed into the PCPL collections based on their merit and relevance to a balanced collection. Selection of materials for adults and young adults is not influenced by the possibility that children may have access to the materials. Although the Library understands this concern, it is the Library’s position that the risk to society is far greater if public access to ideas and information is restricted. While anyone is free to select or reject materials for themselves or their own minor children or wards, the values of one will not be imposed on the many.

Steps in a Reconsideration of Materials

Customer completes a Reconsideration of Materials form, and it is received by PCPL’s Collection Development Office.


The appropriate Subject Matter Expert is chosen to respond. Ex: Children’s selector responds to youth requests.


Response letter to customer is drafted by Subject Matter Expert.


Senior management reviews response for accuracy and compliance with PCPL’s Collection Development Policy.


Finalized response is mailed or emailed to customer, per their preferences
