The Postal History Foundation (PHF) is located at 920 North First Avenue in the historic West University neighborhood of Tucson. The Peggy J. Slusser Memorial Philatelic Library was built for the Foundation in 1996.

Recognized as one of the most significant repositories of philatelic literature in the United States, the library houses a collection of over 30,000 books, journals, catalogs, photos, maps, and other reference items related to worldwide postal and philatelic history. In addition, there is a sizable collection of Civil War materials, including books, photos, and artifacts.

The cataloging of materials is an on-going project and not all records are available online. Contact the library at slusser.library@gmail.com with specific questions or stop by to visit.

In 2009, the Slusser Library received Library Services and Technology Act (LSTA) grant funding to create electronic records of the library's collection to be hosted on the Pima County Public Library's online catalog. Additional LSTA funding was awarded in 2010 to add auction catalogs and maps to the catalog.
